Treasury Instructions 138 (a) states that Accountant General is responsible to determine and maintain a proper accounting system to ensure:-
All government property is safe.
All expenses are made correctly.
All revenues are collected on time and all receipts accounted for correctly.
It is the duty of Accountant General to ensure that all accounting systems developed and maintained are in accordance with the main objective of Federal Government accounting system.

Federal Government Accounting System Committee
Federal Government Accounting System Committee is formed in Accountant General’s Department and chaired by Accountant General. The purpose of this committee is to review and process applications of Federal Government Departments / Ministries to develop or amend accounting procedures / systems.
How to Apply System Approval
The Ministries / Departments that wish to apply for approval to develop or amend their accounting system have to submit their working paper to Federal Government Accounting System Committee. Further information can be obtained from

Usage of MEPS Cash and Electronic Cards
Accountant General Circular Letter Ref. 1 Year 2005 and Ref. 1 year 2006 have been circulated to Federal and State Departments as a guideline to implement receipting system through accepting MEPSCASH and electronic cards (example: credit cards and debit cards).
