Objectives

To provide legal advisory services to the Accountant General’s Department in accordance to the provisions of the Federal Constitution, Constitution of the States as well as other laws, government policies and public interest.


Functions

  1. Advising on the law-related matters in Accountant General’s Department.
  2. Drafting and vetting the principal legislation and subsidiary legislation within the jurisdiction of the Department.

Objective

  1. Ensure Ministry of Finance accounting is carried out efficiently, effectively and responsibly through an effective accounting, control and monitoring system.

Client Charter

  1. To make payments to suppliers/ individuals within five (5) calendar days upon receipt of complete documents.
  2. To ensure payment of salaries and deductions of salaries within specified dates.
  3. To account for receipts and to issue Official Receipts within three (3) calendar days upon Collector Statements’ date of receipt.
  4. To provide advisory services on Financial & Management Accounting within 14 days upon receipt of complete application.

Function

  1. Manage and account for receipts and payments, including salary payments, prepare accounting reporting and Financial Statements of the Ministry of Finance.
  2. Review and monitor Accounts Receivable Documents (DAT) received from all Collector Offices under the Ministry of Finance.
  3. Conduct audit for monitoring financial and accounting management in all Responsibility Centers (PTJ) under BA MOF.
  4. Implement Management Accounting for the Ministry of Finance and ensure the implementation of Management Accounting in all Ministries.
  5. Provide consultancy and advisory services related to accounting and financial management.
  6. Plan and implement training programs in accounting and finance for Responsibility Centers (PTJ) under the Ministry of Finance.
  7. Manage matters related to human resource, finance, procurement and administration of the Division.
  8. Review and approve the application for the disposal of financial documents.
  9. Monitor the implementation of Standard Accounting System for Government Agencies (SAGA) in all agencies under the Ministry of Finance.

Objective

  1. Review, drafting and updating the Malaysian Public Sector Accounting Standards (MPSAS) and the Government Accounting Standards (PPK).
  2. Study, develop and set public sector accrual accounting policies as well as review the current rules and regulations.
  3. Provide technical advisory services related to accrual accounting to Federal, State, Statutory Bodies and Local Authorities.
  4. Plan, develop and implement accrual accounting training programs.
  5. To conduct studies on user requirements of accounting systems development in accordance with the current accrual accounting standards, policies and regulations.
  6. Study on current policy and implementation issues.
  7. Monitor and coordinate revisions and updates to accrual accounting documents such as Work Procedure Manual, User Manual (UM), Accrual Accounting Manual, and Accrual Accounting Operation Manual.
  8. Monitor accrual accounting implementation according to four strategies, namely policies and standards, human resources, laws and regulations as well as processes and technologies.
  9. Implement change management to stakeholders for the management accounting plan.

  1. To inform candidates/client about a course/training that will be carried out at least one (1) month before the course/training starts;
  2. To issue a letter of offer of course/training for selected participants to attend not later than two (2) weeks from the date of commencement of the course/training;
  3. To carried out at least 90% of the planned courses/trainings per year;
  4. To ensure that all training infrastructure/necessities/equipment are ready and can be used properly within one (1) day before the course/training starts;
  5. To provide library facility on each working day from 8.30 am to 5.00 pm;
  6. To respond to all complaints and inquiries in less than seven (7) working days.
